What is clear is that neither central nor local
Indian government will assume responsibility or contribute to the
welfare of these children, despite the large numbers involved. Sadly,
the higher caste Indians feel no obligation to help those less fortunate
than themselves, and so the survival of these children quite simply
depends on the generosity and compassion of warm-hearted people like
you.
